Daniel 7:1-3 (TS2009) In the first year of Belshatstsar sovereign of Babel, Daniel had a dream and visions of his head on his bed. Then he wrote down the dream, giving a summary of the matters. Daniel spoke and said, “I was looking in my vision by night and saw the four winds of the heavens stirring up the Great Sea. And four great beasts came up from the sea, different from one another.

Daniel had a vision in the first year of Belshazzar, the last king of the Babylonian Empire, shortly before the fall of Babylon. The four winds of heaven symbolize God's power or divine intervention (Jeremiah 49:36, Jeremiah 18:17, Zechariah 2:6). The sea symbolizes peoples and nations in unstable times (Isaiah 17:12, Luke 21:25). The Great Sea likely is a reference to all peoples in the world in a time of global unrest. I think these beasts symbolize the most powerful nations or entities (Daniel 7:17) that will exist simultaneously in the beginning of the time of the end.
Revelation 6 tells of the Four Horsemen who appear in the beginning of the time of the end and authority was given to them over a fourth of the earth, to kill with sword, and with hunger, and with death, and by the beasts of the earth. (Revelation 6:8) It's likely that these four horsemen will make use of the four beasts mentioned here in Daniel 7.

Daniel 7:4 (TS2009) The first was like a lion, and had eagle’s wings. I was looking until its wings were plucked off, and it was lifted up from the earth and made to stand on two feet like a man, and it was given a man’s heart.

Nations are symbolized by beasts: Britain by a lion, the United States by an eagle, etc. The first beast likely represents the dominant power on earth in the beginning of the time of the end. Eagle wings are usually associated with God's power. It is the Anglo-American Empire led by Great Britain and the United States.
That its wings were plucked off probably means that the United States will loose its superpower status or dominance during the great distress in the first half of the time of the end. This makes sense because later we will see that a truly global empire will emerge, and it must first subdue the United States. In Revelation 12 we read that in the time of the end God's people were given two wings of a great eagle in order to protect them during Satan's final global empire in the second half of the time of the end (Revelation 12:14).
That it was lifted from the earth and made to stand on two feet like a man, and it was given a man's heart might indicate that this beast power will become more humane. The Anglo-American Empire is known for its military dominance and many aggressive wars around the world.
Interestingly, in Daniel 4 Babylonian king Nebuchadnezzar's pride was punished by God: Let his heart be changed from man’s, let him be given the heart of a beast, and seven times pass over him. (Daniel 4:16) Seven "times" equals seven years (Daniel 4:32) and this also happens to be the duration of the time of the end.

Daniel 7:5 (TS2009) And see, another beast, a second, like a bear. And it was raised up on one side, and had three ribs in its mouth between its teeth. And they said this to it, ‘Arise, devour much flesh!’

The second beast likely represents Russia and China. In modern times both Russia and China are often symbolized by a bear. That it was raised up on one side can be explained by the fact that the Soviet Union used to be much more powerful than China, whereas now China even surpassed Russia in terms of economic and perhaps military power. They have become strong allies in recent years.
It had three ribs in its mouth between its teeth. The prophet Hosea offers a strong parallel when God reveals His punishment for the Israelites for worshiping false gods: So I am become like a lion to them, like a leopard I watch by the way, like a bear robbed of her young I attack them and rip open the enclosure of their heart. And there I devour them like a lion, a wild beast tear them apart. (Hosea 13:7-8) The three ribs are like the enclosure of a heart. Perhaps this is meant to symbolize the destruction that will fall on the ungodly people in the beginning of the time of the end. Another explanation could be that the bear will be used to destroy Babylon the Great.
I believe that the phrase and they said this to it, ‘Arise, devour much flesh!’ means that the other three beast powers command the bear to kill. Before the time of the end, China and Russia are only second and third to the United States in terms of military power in the world. After the decline of the United States they will become the world's greatest military powers. In recent years Russia and China are growing significantly in military power.


China is the world's foremost advocate for a so-called multipolar world,* totally in line with the United Nations. China was the country most praised by the UN and the WEF for implementing authoritarian and dystopian measures during the COVID-1984 crisis.

Daniel 7:6 (TS2009) After this I looked and saw another, like a leopard, which had on its back four wings of a bird. The beast also had four heads, and rule was given to it.

The leopard likely represents the European Union (EU). A leopard has a coat with many rosettes which might symbolize the many member nations that are part of it. Its four heads represent the nations that founded it and are the most powerful: Germany, France, Italy, Belgium, the Netherlands, and Luxembourg. Eventhough Belgium, The Netherlands and Luxembourg individually do not represent much power, they combine to form the BeNeLux which is significant and puts them fourth concerning GDP in the EU.** The BeNeLux came into effect in 1948. The European Coal and Steel Community was formed by these countries in 1951. The wings on the back of the leopard possibly symbolize the wings of the Reichsadler of Germany and of the Gallic rooster of France. These two nations provided most of the founding fathers of the EU and they carry it economically and militarily.
That rule was given to it possibly means that these four head powers give their power to the EU or that one of the other beast powers gives power to it. Historically the EU was made possible by the United States by means of the Marshall Plan and by powerful people of the United Kingdom, like for example Winston Churchill, who strongly advocated for a so-called United States of Europe. The lion and the leopard are both Felidae or cat-like. The EU is an important ally of the Anglo-American Empire and western alliance led by the United States. So possibly the lion gives power to the leopard in the time of the end after the United States lost it.

Daniel 7:7,19,23 (TS2009) After this I looked in the night visions and saw a fourth beast, fearsome and burly, exceedingly strong. And it had great iron teeth. It devoured and crushed, and trampled down the rest with its feet. And it was different from all the beasts that were before it, and it had ten horns. ... Then I desired for certainty concerning the fourth beast, which was different from all the others, very fearsome, with its teeth of iron and its nails of bronze, which devoured, crushed, and trampled down the rest with its feet, ... This is what he said, ‘The fourth beast is the fourth reign on earth, which is different from all other reigns, and it devours all the earth, tramples it down and crushes it.

The first three beasts do not have horns, but the fourth beast has ten horns or ten leaders. It must be an international organization. The most likely candidate would be the United Nations (UN) as the mother of global organizations. All major powers are a member of the UN Security Council (UNSC). The 5 permanent members of the UNSC are: the United States, The United Kingdom, China, Russia, and France.
This beast trampled down the rest and devours all the earth. Next to the five most powerful permanent members, UNSC has 10 temporary members that hold their seats on a rotating basis by geographic region.* That means that these 10 temporary members represent the rest of the world. Together these four beasts complete all 15 members of the UNSC representing the whole world and they will complete Satan's final global empire on earth as symbolized by the beast in Revelation 13. Its seven heads and ten horns is a combination of the four beasts mentioned here in Daniel 7. The four beasts represent the first stage in the time of the end, shortly before Satan's final global empire is formed halfway through the time of the end.

UN Agenda 2030 shows the plan to set up a world government in control of the whole world and all of humanity. For example COVID-1984 showed that the UN, through its World Hell Organization, held power over practically all nations in the world as they all blindly followed its orders from above and implemented inhumane lockdowns with disastrous consequences for the global economy and the common people, shifting more and more power into the hands of the ultra-rich in control of these global organizations and their industries.

Daniel 7:8,24-25 (TS2009) I was thinking about the horns, then saw another horn, a little one, coming up among them, and three of the first horns were plucked out by the roots before it. And see, eyes like the eyes of a man were in this horn, and a mouth speaking great words. ... And the ten horns are ten sovereigns from this reign. They shall rise, and another shall rise after them, and it is different from the first ones, and it humbles three sovereigns, and it speaks words against the Most High, and it wears out the set-apart ones of the Most High, and it intends to change appointed times and law, and they are given into its hand for a time and times and half a time.

The little horn will be a supreme leader under the power of Satan. It will speak against God and act against His chosen ones. This leader will replace three others, making eight leaders in total. The timing is important. This little horn will emerge during the existence of the fourth beast in the first half of the time of the end and will reach its peak with Satan's final global empire halfway in the time of the end. A time and times and half a time is a period of 3.5 years as is also mentioned in other prophecies in Daniel and Revelation.

Daniel 7:9-10 (TS2009) I was looking until thrones were set up, and the Ancient of Days was seated. His garment was white as snow, and the hair of His head was like clean wool, His throne was flames of fire, its wheels burning fire. A stream of fire was flowing and coming forth from His presence, and a thousand thousands served Him, and ten thousand times ten thousand stood before Him, the Judge was seated, and the books were opened.

At the time of the end God's Kingdom will be set up. God is seated on His Throne to give His Judgement.

Daniel 7:11-12 (TS2009) I was looking. Then, because of the sound of the great words which the horn was speaking, I was looking until the beast was killed, and its body destroyed and given to the burning fire, and the rest of the beasts had their rule taken away. But a lengthening of life was given to them, for a season and a time.

Then the final global empire is destroyed by God. The rest of the beasts are allowed to exist or function for some time, likely they are needed to maintain some kind of order on earth. This further confirms that all four beasts are in existence at the same time in the time of the end.

Daniel 7:13-14 (TS2009) I was looking in the night visions and saw One like the Son of Enosh coming with the clouds of the heavens! And He came to the Ancient of Days, and they brought Him near before Him. And to Him was given rulership and preciousness and a reign, that all peoples, nations, and languages should serve Him. His rule is an everlasting rule which shall not pass away, and His reign that which shall not be destroyed.

The Son of God inherits the Kingdom of God and will rule it forever together with God's chosen ones. One like the Son of Enosh refers to the Son of God. When Enosh was born it was begun to call on the Name of YHWH (Genesis 4:26).

Daniel 7:15-18 (TS2009) As for me, Daniel, my spirit was pierced within my body, and the visions of my head alarmed me. I drew near to one of those who stood by, and asked him the certainty of all this. And he spoke to me and made known to me the interpretation of the matters: These great beasts, which are four, are four sovereigns which rise up from the earth. Then the set-apart ones of the Most High shall receive the reign, and possess the reign forever, even forever and ever.’

God's Kingdom is set up in the time of the end and it starts ruling after Satan's final global empire is destroyed.
